The shared responsibility of the state and society is to build a comprehensive and effective veterans’ policy. One that ensures every person who has given their health, strength, and years of their life for Ukraine feels real protection, support, and respect from the state.

One of the steps toward such a system could be the Veterans’ Code. The issue of its creation was raised today during the IX International Veterans Forum. What this Code should look like, what structure and guarantees it should include — we must determine together with the veterans’ community. Their experience and real needs must form the foundation of such legislation.

This week, the Verkhovna Rada, with a constitutional majority, supported Draft Law No. 13704-d, which strengthens guarantees for servicemen and servicewomen, veterans, and those released from captivity — including provisions on medical care, rehabilitation, financial support, prosthetics, and assistive rehabilitation devices. The President of Ukraine has already signed this law.

Further legislative decisions lie ahead, and the voice of the veterans’ community must directly shape the development of state policy. We are working on this together with the Government, the relevant ministry, and veterans’ organisations. Parliament is ready to make the necessary changes and decisions.

Thank you to our veterans and veteran women for their contribution to the fact that Ukraine stands and continues to fight.

It often happens that the state, with all its potential and resources, is by no means a veteran’s greatest source of support; nor is the community – and not even the person formally called a veteran’s assistant in a community or a veteran support specialist in a civilian hospital. Instead, it is another veteran, or an effective brigade patronage service, or some particular veteran community in a municipality or region.

We need to direct state resources effectively and coordinate community resources. I expect this to be one of the key objectives of the Ministry of Veterans Affairs. We also need to do more work with our partners around the world to ensure support for veteran programs here in Ukraine. I ask the Government of Ukraine to propose a reform program by the Feast of the Intercession.

Je me suis entretenu avec le Président @ZelenskyyUa au lendemain de la double frappe russe en plein jour contre un centre commercial à Kryvyi Rih, qui a fait de très nombreuses victimes civiles. Je lui ai dit notre horreur et notre émotion.

Avec ces frappes et celles cette semaine contre Kyiv, la Russie poursuit et aggrave le crime de son agression. En visant systématiquement des civils, et en faisant le choix de l'intimidation et de l'escalade, la Russie cherche probablement à projeter la force mais signe surtout un aveu de faiblesse.

Il est crucial, dans ce contexte, de donner à l'Ukraine tous les moyens nécessaires pour défendre son ciel et faire échec à cette agression. J'ai annoncé au Président Zelensky le renforcement de notre soutien, avec l'envoi d'intercepteurs et la poursuite de notre coopération dans le droit fil de la réunion de lancement de la Coalition antibalistique qui s'est tenue à Paris le 13 juillet dernier et de la déclaration d'intention signée le 17 novembre 2025. Il est essentiel que tous les pays qui ont des moyens en leur possession se joignent aussi à cet effort.

Nous devons également continuer d'augmenter la pression sur la Russie tant qu'elle fera le choix de refuser l'arrêt des combats et la paix.

Nous avons aussi fait le point, dans la perspective de la réunion de la Coalition des Volontaires qui se tiendra ce lundi, sur notre mobilisation pour faire advenir cette paix à laquelle le peuple ukrainien aspire légitimement, dans le respect de ses droits et avec toutes les garanties de sécurité pour l'Ukraine et pour notre continent.

La Russie cherche à faire plier l’Ukraine par la terreur : elle n’y parviendra pas. Tous unis aux côtés de l’Ukraine, nous ferons prévaloir le droit et la justice sur la force.

I had a very good call with @EmmanuelMacron, the President of France. We spoke for almost two hours today about all the most important issues. And this concerns, first and foremost, the need for air defense. We highly appreciate that the President of France is ready to help communicate with our other partners who have the necessary missiles for Patriots. We also discussed French air defense capabilities. I briefed Emmanuel on the situation with the strikes. I'm grateful for the condolences over the lives lost.

We agreed to accelerate the delivery of the latest French equipment and missiles. Thank you for confirming your readiness to provide licenses for the production of missiles.

We also discussed the state of diplomatic work with our partners and communication with the team of the President of the United States. We need to digitize every bit of paperwork and create conditions where information is available automatically, so that veterans and their families do not have to worry one bit about getting one document or another.

We must also ensure clear, professional training across all our institutions – including veteran assistants and other specialists. It is important that they do not have to guide veterans toward nonexistent services.

We need clear data on what should form the basis of decisions by the state and communities, so that the decisions we make always work in practice.
