Dear Prime Minister of Iceland,
Following the landing of the first and second whales of the season we write to report a breach of the Act on Animal Welfare, 2013 No. 55. as both whales were harpooned at least twice meaning that they had a long painful death.
Article 21 states that “Animals must be killed swiftly and painlessly, and where possible without other animals becoming aware of the killing. Causing the animals to experience unnecessary pain or fear shall be avoided.”
In time trials undertaken this summer, Hvalur hf demonstrated that the minimum time to reload and fire was 128 seconds – over double the time permitted. Notably this was from a stationary vessel and aiming at a static target. At sea it is highly likely that this will take significantly longer, due in part to the added complexity of taking the shot from a moving vessel onto a moving target.
We therefore are writing to request that whilst an investigation is undertaken in accordance with Articles 3 and 10 of revised regulations, that Hvalur 8 and 9 are held in port when they return to Icelandic territorial waters.
