A 226-year-old pub in Blackburn, England, is set to become a mosque after Labour-run Blackburn with Darwen Council approved plans to convert the historic Hare and Hounds, which first opened in 1799.

The pub, which served its final pint last year, had failed to turn a profit despite attempts to revive it, including permission to open a café. Planning documents said its decline was linked to demographic changes in the area over the past 25 years.

The application was submitted by the Lammack Community Association, which said it had outgrown its existing mosque across the road. The council concluded the new site would provide a larger facility to meet the needs of the local Muslim community.

The approved plans include demolishing an adjoining shed to build an extension containing ablution (washing) facilities and toilets, with the former pub's upper floor converted into an office, kitchen, library and storage space.

The proposal faced objections over parking, with council officers estimating the mosque would require around 52 parking spaces, while the site itself will have only six. To address this, the applicant secured an agreement to use up to 50 parking spaces at the nearby Queen Elizabeth Grammar School.

The area where the proposed mosque is located, Billinge and Beardwood in Blackburn, is around 69% Muslim according to the 2021 Census.

Blackburn has previously received major foreign funding from Qatar for mosque projects. In 2009, MP Jack Straw helped secure a £1.5 million donation from Qatar’s then-emir, Sheikh Hamad bin Khalifa Al Thani, toward a five-storey mosque in Blackburn. The donation reportedly covered half of the project’s estimated £3 million cost.

Local critics warned at the time that Qatar is a strong financier of the Muslim Brotherhood and continuously funds the construction of extremist mosques across Europe.

Egyptian preacher Yusri Jabar was allowed to enter the UK and deliver two sermons at a London mosque despite cross-party calls for the government to revoke his visa over his extremist views.

During one sermon, Jabar compared women to "wild animals," saying:
"A woman is exactly like a wild animal, you just need to train her... so she doesn't go more wild. And all goes back to Sharia."

Speaking about non-believers, he said: "We despise their thoughts and beliefs... The curse be on the wrongdoers, on the disbelievers."

In previous sermons, Jabar also called for Jews to be killed, supported armed violence against Israel in Gaza, and backed jihad against the West.

The sermons took place at Jamia Masjid Hounslow, a mosque currently under Charity Commission investigation over "serious concerns" about events it has hosted. The mosque was previously attended by Asif Hanif, one of the suicide bombers behind the 2003 Mike's Place attack in Tel Aviv, Israel.

Former head of the UK's Counter Terrorism Command Peter Clarke called the decision to admit Jabar "inexplicable and unjustifiable," noting it came the same day the government announced £250 million in funding to better protect Jewish communities.

Shadow Home Secretary Chris Philp said the government should be "ashamed" for allowing a foreign preacher to enter Britain and "spread hatred and division, and sow the seeds for even more extremism and hatred."

Steve Gallant, who helped stop the 2019 Fishmongers' Hall terrorist attack, urged the government to revoke Jabar's visa, saying Britain should not admit extremists who spread antisemitic hatred.
