मुख्यमंत्री शहरी रोजगार गारंटी योजना हमारी कांग्रेस सरकार ने शहरी गरीबों, दिहाड़ी मजदूरों और जरूरतमंद परिवारों को मनरेगा की तर्ज पर रोजगार की गारंटी देने के लिए शुरू की थी। यह देश की उन गिनी-चुनी योजनाओं में से थी जिसने कोरोना के बाद शहरी क्षेत्रों में लाखों परिवारों को संबल दिया।

आज उसी योजना का हाल यह है कि भीषण गर्मी में पसीना बहाकर काम करने वाले प्रदेश के करीब 1.78 लाख श्रमिकों को बीते 6 महीनों से मजदूरी का भुगतान नहीं हुआ है। नगरीय निकायों में तैनात लगभग 900 संविदाकर्मी 6 से 7 महीने से बिना वेतन काम करने को मजबूर हैं।

कर्मचारियों में भारी मानसिक तनाव और हताशा है और वे स्वयं चेतावनी दे रहे हैं कि आर्थिक तंगी के कारण कोई अप्रिय घटना हुई तो जिम्मेदारी प्रशासन की होगी।

विडंबना यह है कि सरकार 6 प्रतिशत एडमिनिस्ट्रेटिव फंड की कमी का बहाना बनाकर भुगतान रोक रही है, जबकि इन्हीं कर्मचारियों से स्वच्छ भारत मिशन, शहरी सेवा शिविर और जनगणना जैसे सरकारी कार्य पूरे करवाए जा रहे हैं। काम पूरा लिया जाए और मेहनताना न दिया जाए, यह श्रमिक के साथ अन्याय है।

राजस्थान सरकार बजट प्रावधान कर सभी श्रमिकों की लंबित मजदूरी एवं संविदाकर्मियों का वेतन तत्काल जारी करे। गरीब की मजदूरी रोकना किसी भी सरकार को शोभा नहीं देता।
