Key Demands & Major State Concerns

Mullaperiyar Dam: Expressed Keralam’s willingness to provide Tamil Nadu its full water share from a new Mullaperiyar dam with TN managing design, location, and construction while Kerala covers the total cost.

Mission Samudra: Sought regional cooperation across southern states to transform Kerala into a premier port city and maritime economic hub centered around Vizhinjam.

Mines and Minerals Act: Demanded the annulment of recent amendments to the Mines and Minerals (Development and Regulation) Act to protect state control over coastal sand and mineral resources.

Women's Representation: Urged implementing a one-third reservation for women in Parliament without increasing the overall numerical strength of the house.

Additional Priorities Addressed:

🏥 Healthcare Fiscal Equity

Ayushman Bharat / KASP Funding: Keralam spent ₹1,493 crore on the scheme last year but received only ₹151 crore from the National Health Authority, forcing the state to bear nearly 90% of the financial burden. 

Proposed Reforms: Requested fixing State-specific premiums rather than a uniform national rate, aligning eligibility with the NFSA database, and revising Central assistance based on actual expenditure. 

Vay Vandana Scheme: Stressed that extending benefits to senior citizens widens the financial gap for states without adequate Central funding support. 

🛣️ Transport & Infrastructure

KSRTC Toll Relief: Urged a complete exemption or concessional toll tariff for State Road Transport Undertakings to ease the severe financial burden on essential public transport. 

Railway Projects: Called for cooperation from the Karnataka Government and the Railway Ministry to finalize the alignment and Detailed Project Reports (DPRs) for the Thalassery-Mysore and Nilambur-Nanjangud rail lines. 

Night Traffic Restrictions: Proposed scientifically determined time windows and regulated convoy movements through forest borders instead of blanket night traffic bans that disrupt trade and travel. 

🌊 Coastal Protection & Environment

Disaster Mitigation: Requested Central approval to fund coastal erosion protection and resettlement under the NDRF/SDRF, noting that 63% of Keralam's 586 km coastline is actively eroding. 

Offshore Mining Concerns: Urged the Centre to halt the auction of offshore sand blocks off the Keralam coast pending a rigorous scientific assessment of the environmental impact. 

🛡️ Safety, Social Welfare & Security

Fast Track Courts: Highlighted the successful operation of 54 Fast Track Special Courts (including 14 e-POCSO courts), achieving an impressive 78%+ compliance rate in investigation timelines. Urged the Centre to extend the scheme's funding. 

Inter-State Security: Proposed appointing Inter-State Police Nodal Officers at the HQ level, institutionalizing real-time intelligence sharing, and launching joint border operations to tackle narcotics trafficking, cyber threats, and cross-border crime.
