Quick tip for my graphic designers,

Open Photoshop to a text/s layer in a smart object.
Apply a Gaussian blur (9). Then a Radial blur (6,Spin,Draft).

Layer adjustments ➔ Threshold (Adjust).

Ink bleed text effect.
