I was honored to unveil the first Customs Division Command Post at Antado in Cape Coast.
This facility strengthens Customs’ presence along an important transit corridor and reinforces our mandate: to facilitate legitimate trade, support traders, engage communities, and act firmly against smuggling, diversion, fraud, and other practices that undermine legitimate business and the revenue Ghana depends on.
I commend the Sector Commander, the Customs Division leadership, and all officers whose commitment made this possible.
To the officers who will serve here, your charge is clear: serve with integrity, vigilance, professionalism, and respect.

Today, I joined stakeholders in Parliament as the Minister for Finance, Dr. Cassiel Ato Forson, presented the 2026 Mid-Year Fiscal Policy Review under the theme "Resetting for Growth, Jobs and Economic Transformation."
I was encouraged to hear the Minister confirm that the Publican AI Trade Solution, deployed at our ports since March, has lifted assessed customs collections by more than US$300 million — a 17.5 percent uplift on declared values — with monthly customs revenue rising from about GH¢4 billion to between GH¢5.3 and GH¢5.5 billion. He also spoke to the advanced pilot of the Fiscal Electronic Device and the introduction of a VAT Reward Scheme for customers who obtain valid VAT invoices.
Government is targeting non-oil tax revenue of 14.1 percent of GDP this year, through improved compliance, a broader tax base and stronger administration, not new taxes. At the Ghana Revenue Authority, we take that target as ours to deliver.

Ghana’s ongoing work to modernise tax administration requires strong systems, sustained institutional collaboration, and a clear focus on the taxpayer experience.
During a recent high-level workshop in Korea, led by the Deputy Minister for Finance, we engaged key Korean institutions on tax administration reform, digital transformation, customs modernisation, cybersecurity, service delivery, and technical cooperation.
The engagements included sessions with the Korean Institute of Public Finance, the National Tax Service, the South Korean Digital Center, the Korean Customs Service, and the developers of the ICUMS system. The discussions offered practical insights into how digital systems, institutional coordination, and service-focused reforms can strengthen revenue administration and improve the taxpayer experience.
We also had the opportunity to brief Ghana’s Ambassador to Korea, H.E. Kojo Choi, on the progress of the workshop and the opportunities it presents for Ghana.
These engagements will support GRA’s continued work to modernise tax administration, improve the taxpayer experience, strengthen domestic revenue mobilisation and build systems that better serve citizens, businesses, and national development.

As part of GRA’s wider agenda to modernise tax administration in Ghana, we engaged large taxpayers and trade associations on the rollout of the Integrated Tax Administration System (ITAS).
The session focused on taxpayer readiness, business support, and a smoother transition for key sectors.
Participants included representatives from AGI, GCCI, GUTA, PEF, the Ghana Chamber of Mines, the Ghana Chamber of Telecommunications, and associations across import and export, freight forwarding, customs, hospitality, real estate, construction, and related sectors.
ITAS is an important step toward a clearer, more responsive, and easier-to-navigate tax administration system.
Many thanks to all participating associations and large taxpayers for their constructive engagement and feedback as we work toward a system that better serves businesses and supports Ghana’s development.

I paid a courtesy call on His Lordship Justice Paul Baffoe-Bonnie, Chief Justice of the Republic of Ghana, as part of efforts to advance institutional collaboration in support of effective tax administration.

Finance Minister, Deputy File Taxes Publicly, Urge Compliance
The Minister for Finance, Dr. Cassiel Ato Forson, and his Deputy, Thomas Nyarko Ampem, have publicly filed their annual tax returns to promote voluntary compliance and strengthen public trust.
“We did so for a simple reason: leadership must be demonstrated, not declared,” Dr. Forson said.
He commended Ghanaian taxpayers for their contribution to national development and stressed that tax compliance is both a civic duty and a moral responsibility.
“Paying taxes is a shared civic responsibility. It is the foundation of good governance,” he noted, adding that revenue from taxes funds critical sectors such as education, healthcare, infrastructure, and security.
The Minister also praised the Ghana Revenue Authority for its efforts during Tax and Good Governance Month, urging intensified public education and continued reforms to ease compliance.
He encouraged those yet to file their returns to do so promptly, stressing that a strong tax culture is key to building a stable and prosperous Ghana.
Building our nation starts with each of us. Domestic tax revenue is essential for Ghana's development, and both corporate institutions and individuals have a civic responsibility to contribute.

Yesterday, I visited our Customs team at the Accra International Airport (AIA) to do three things: listen to our officers, engage with importers and clearing agents, and see the Publican AI and Advance Passenger Information (API) systems in operation at the air cargo level.

Commissioner-General, Mr. Anthony Kwasi Sarpong @anthonyasarpong engaged the Association of Ghana Industries (AGI) on the deployment of the Publican AI System. The session included education on how the system works, discussed feedback from importers as well as the role of Publican in enhancing tax compliance and data-driven revenue mobilization.

On Thursday, 16 April 2026, @GhanaRevenue, in collaboration with @MoF_Ghana, convened a multi-party consultative meeting with representatives of the Ghana Institute of Freight Forwarders (GIFF), the Ghana Union of Traders Association (GUTA), the Association of Customs House Agents Ghana (ACHAG), the Freight Forwarders Association of Ghana (FFAG), the Association of Customs Brokers (CUBAG), the Ship Owners and Agents Association of Ghana (SOAGG), the Association of Ghana Industries (AGI), the Trade Advocacy Group Ghana, and the Exporters and Importers Association to address matters arising from the deployment of the Publican AI system in Customs Operations.
The following outcomes were agreed:
1. Suspension of Industrial Action: The trade associations agreed to suspend, with immediate effect, the industrial action previously declared in relation to the Publican AI rollout.
2. Joint Business Committee Forum: The previously proposed Technical Committee has been reconstituted as a smaller, more operationally focused Joint Business Committee Forum. The Forum will develop and present its Terms of Reference
for adoption.
3. 48-Hour Appeals Resolution Standard: All appeals lodged by importers, freight forwarders, and other affected operators are to be reviewed and resolved within a maximum of forty-eight (48) hours from submission.
4. Strengthening of Appeals Capacity: GRA will increase the number of officers assigned to the Appeals Unit to support this resolution standard.
5. Clarification on Vehicle Imports: Publican AI has not, at this stage, been extended to the processing of vehicle imports. Existing clearance procedures for vehicles therefore remain in force until further notice.
6. Resolution of Implementation Challenges: A definitive timeframe will be established for identifying and resolving outstanding implementation challenges, with progress updates to be tabled at subsequent meetings of the Joint Business Committee Forum.
All parties reaffirmed their commitment to continued engagement in support of an efficient, transparent, and stakeholder-responsive customs administration.
We welcome the outcomes of Thursday's consultative meeting and express our sincere appreciation to all participating trade associations and stakeholder groups for their willingness to engage constructively and in good faith.
The decision to suspend industrial action and to establish a Joint Business Committee Forum reflects what the GRA has always believed: that the path to effective reform runs through dialogue, not around it. We recognise that the deployment of the Publican system has raised legitimate operational concerns around appeals turnaround, valuation processes, and the pace of adjustment required from the trading community. These concerns have been heard, and the outcomes agreed on Thursday represent concrete, time-bound commitments to address them.
At the same time, the GRA wishes to reaffirm its mandate to collect the revenue that is due to the people of Ghana. The circumstances that necessitated the Publican system remain unchanged: over five years, under-declared imports cost the State more than GH₵11 billion in revenue - resources that should have funded roads, hospitals, schools, and the public services every Ghanaian depends on. In the weeks since deployment, the system has demonstrated its value, with Customs revenue increasing by 50% and three out of every four declarations clearing faster than before.
Protecting national revenue and supporting legitimate trade are not competing objectives. They are the same objective, pursued together. The GRA is committed to both, and to pursuing them in a manner that is fair, efficient, and responsive to the needs of the trading community.
