Cox, a biological male, claimed he was a woman and was allowed to use women’s locker rooms at Fairfax County, Virginia rec centers where he allegedly exposed himself to women and girls. Fairfax County’s policy allows people to use locker rooms and bathrooms based on their chosen gender identity, not biological sex.
