@schausdc Enable the SecDef to directly communicate (email) his/her key guidance (NDS, etc) directly to the entire Department—everyone with a .mil address. Consider doing this regularly. Like virtually how any CEO communicates to their company.

@schausdc Streamline onboarding processes with a 3 day goal for full systems accesses, etc. Private sector would never accept it as standard that new faces can do nothing for their first 2-3 weeks.

@schausdc Begin to shift more administrative support from contractors to GS positions. Give them better pay, promotion potential, and a stake in the work and more flexibility to contribute. Reduce the amount of time O6/O5s and 14/15s spend doing basic admin work.
