File forensics enthusiast here. I was able to reproduce this. These files are created in Myanmar indeed.
I ran some metadata analysis on other files and I am confused. Tools used
-doPDF
- Illustrator
- jsPDF
- Word. Are multiple people working on this??

Names of visible authors (haven't gone through all files)
- Vikram Srinivas
- Saifulla Khan. Can't find social media profiles so definitely via an agency

Computer used
- Windows 7 Business Edition SP 1 for a few
- And much older in few others
So most probably an old office. Maybe even the INC HQ.
