General Secretary of Bharatiya Mazdoor Sangh, the largest trade union in India and the second largest in world has written to Hon’ble Shri Jyotiraditya M Scindia Ji, Hon’ble Minister of Communications seeking his urgent Intervention for Ensuring BSNL’s Viability, Safeguarding the rollout/development of Swadeshi 4G/5G and Resolution Long-Pending HR Issues of BSNL employees. GS BMS has also escalated the matter to Hon’ble Prime Minister Shri Narendra Modi Ji expressing deep concern over the ongoing distress in Bharat Sanchar Nigam Limited (BSNL).
In the communication, Shri Himte has highlighted that the concerns raised go far beyond routine administrative grievances. It reflects a systemic neglect of a PSU that has immense strategic importance for our nation's digital self-reliance. GS BMS has pointed out that BSNL being a national asset is pivotal to the Government of India’s telecom objectives, including the Swadeshi 4G/5G initiative and BharatNet project. Yet these vital initiatives continue to face delays, compounded by deteriorating service quality. Failure to address the core issues threatening these programs could derail the Government’s efforts to ensure a self-reliant telecom infrastructure.
GS BMS has also expressed concern over the fact that Management is yet to act upon the recommendations given with respect to operational and HR concerns of BSNL by COPU - The Parliamentary Committee on Public undertakings in its 6th Report for BSNL dated 18th December 2024 submitted to the 18th Lok Sabha.
General Secretary BMS has also requested for appointment of a Regular CMD in BSNL given the strategic importance of BSNL in Nation Building and its involvement in the Projects of National Importance.
GS BMS has also expressed that the BSNL employees are the unsung warriors of BSNL whose contribution towards Nation has largely remained unacknowledged. He highlighted that devotion of BSNL employees have been clearly demonstrated during national emergencies including the current tense Geo-political situation where these employees risked their lives to give uninterrupted communication services across the nation. GS has highlighted upon the need for honoring the sacrifices of BSNL employees who have contributed immensely to the nation’s cause. He highlighted that in view of the involvement of BSNL in the Make in India exercise for developing a swadeshi 4G/5G, its high time that affordability clause is waived off for BSNL and 3rd PRC is implemented for BSNL employees and Pension Revision is affected for BSNL Retirees.
The Bharatiya Mazdoor Sangh has expressed its categorical support to the Bharatiya Door Sanchar Manch and stated that they stand firmly with BSNL employees in their rightful demand for fairness, dignity, and restoration of BSNL’s viability.

Appeal to Safeguard the Swadeshi Mobile Technology: Voice of Bharat, Strength of BSNL
#BSNL is not just a company - it is the beating heart of India’s telecom sovereignty.
It is the only fully government-owned telecom PSU committed to serving every citizen - from the remotest village in the Himalayas to the borders of Ladakh, Arunachal Pradesh, and the Andamans.
When private operators abandoned loss-making rural areas, BSNL stood firm - connecting the disconnected, empowering the unserved, and protecting national interests.
Today, #BSNL employees, under the united banner of Bharatiya Doorsanchar Manch (BDM), are once again rising — not for perks or privileges, but for justice, dignity, and for the very survival of #Swadeshi telecom technology.
Despite repeated revival packages, patriotic service, and reconciliatory meetings, the BSNL Management and the Department of Telecommunications have failed to act on the following:
Our Demands:
1. Expeditious and smooth rollout of BSNL’s full-fledged 4G and 5G services under #AtmaNirbharBharat, using #Swadeshi technology to arrest the growing dis-satisfaction of its customers.
2. White paper on revival progress, and accountability on how the taxpayer-funded revival packages have been utilized vis-à-vis the investment made and its associated outcome.
3. Posting of regular CMD, CGMs, and BA Heads to ensure stability and governance in @BSNLCorporate .
4. White paper on the assets of @BSNLCorporate which have been taken by @DoT_India after 01.10.2000 without providing adequate compensation to BSNL. Either provide adequate compensation to BSNL under land monetisation scheme at market rates else transfer the ownership back to BSNL as envisaged in the terms and conditions formulated while incorporating BSNL.
5. Implement the recommendations of Committee of Public undertakings (COPU) in its 6th Report for BSNL dated 18th December 2024 submitted to the 18th Lok Sabha.
6. “One Company - One Policy” for all Employee in #BSNL as envisaged in COPU’s 6th Report for BSNL. The disparity in the Pay, Perks & allowances and Promotional avenues of those on deputation and those Recruited/absorbed in BSNL must be removed and equal rights must be given to all.
7. Implementation of 3rd PRC in BSNL for executives by waiving off the affordability clause in view of the BSNL’s status as strategic PSU and its involvement in the “Make in India” initiative for development of Swadeshi 4G/5G Technology. Finalization of Wage negotiation for non-executives.
8. Immediate implementation of Residual issues of 2nd PRC viz E2 standard pay scales JTO/JAO equivalent as recommended by BSNL Board, full 30% SAB contribution, resolution of Pay loss issues to restore employee morale and parity. Implementation of E1 instead of NE-12 scale for the non-executives at par with MTNL. Fixing the appropriate JE pay scale and Review of NEPP.
9. Delinking of Pension Revision with Profitability of BSNL. Pension Revision of BSNL/MTNL Pensioners at par with Central Government Pensioners and implementation of Hon'ble PBCAT judgement.
10. Give one time option to be covered under the CCS (Pension) rules 1972 for the executives and non-executives whose recruitment process was initiated / notified by DoT before formation of BSNL.
11. Ensure smooth career progression for all eligible executives and non-executives. Respect policy transparency and ensure dignity in service matters.
12. Intervention at highest level with EPFO authorities to ensure that the EPF higher pension options of BSNL Executives are accepted.
13. Provide adequate Indoor and Outdoor Medical Coverage.
14. Ensure that BSNL is treated as a strategic asset, not a burden - and protect its Swadeshi identity.

But despite its historic role and unwavering loyalty, BSNL’s workforce is being neglected, demoralized, and marginalised.
