By that logic if Greece and Cyprus sign a bilateral deal tomorrow declaring that Izmir and Istanbul belong to Greece, does that become binding International Law that Turkey must accept? Of course not. Two countries cannot make a private deal that ignores or wipes out the sovereign rights of a third country. As for UNCLOS, it isn't just a simple agreement. Its fundamental rules, like the 12 nautical miles limit, EEZ rights and islands having maritime zones, have long become Customary International Law.Customers international laws apply to all countries whether they signed it or not.
