If the mayor really wants to do this, then he will need the help of @MYANC to make at least the following changes:

1) Increase the murder rate from 1.6 to 45.2 per 100,000.
2) Increase sexual offenses and rapes from 31 to 72 per 100,000.
3) Reduce GDP growth from 3% to 1%
4) Initiate power cuts and water shortages across the city.
5) Dig random potholes across the city and switch off at least half the traffic lights.
6) Decommission public transport and employ a taxi mafia.

Employing the right people like @Lesufi is critical to achieve this.
