If I see a ball and wish to kick it, me kicking the ball is conscious a decision.

A doctor hits my knee with a hammer. Without thinking, my knee reacts to stimuli. Is my knee conscious on its own?

If one were to put a treat under 1 of 3 cups, and then gesture to which cup is hiding the treat, the child will have a much easier time detecting that you’re giving it a clue.

Not just “reacting to stimuli”.

A thermostat also reacts to stimuli. But it doesn’t feel the cold or heat. It does not experience.

The fetus must be able to be conscious, to have a sensation. Not merely react to stimuli.
