Freight Equalisation wasn't the sole reason Bihar lagged behind industrially. It was a catalyst.
Bihar had coal, iron ore and other minerals, but no coastline or major port advantage. The Freight Equalisation Policy then weakened the biggest advantage it did have: proximity to raw materials.
Meanwhile, states like Maharashtra and Gujarat could combine equalised access to eastern minerals with ports, trade, finance, established industry and better access to markets.
So Bihar faced a double disadvantage: its mineral advantage was neutralised, while coastal industrial centres retained their geographical advantages.
By 1993, when FEP ended, decades of industrial agglomeration had already compounded elsewhere.
Bihar's later migration for jobs cannot simply be explained as "Bihar failed to develop." Policy helped shape where India's industrial opportunities were created in the first place.
FEP wasn't the whole story. But pretending it was irrelevant is just as dishonest.
