Dangote, NNPC and The New PMS Price at N890/L

Dangote Refinery has, by the grace of God and commitment of dedicated people, commenced PMS production today and is about to be rolled out into the local market. But the offtake arrangement between Dangote and NNPCL where the NNPCL will serve as the exclusive offtaker from the refinery leaves an argument. It’s on this note that I decided to write this piece for knowledge sharing and clarification. I will try as much as possible to make it snappy and basic.

CRUDE OIL

1. PMS (petrol) is a product of Crude Oil which is a global commodity regulated by international market because of its impact on the global economy. Even though Nigeria is Crude Oil Producer, it depends on the international market in terms of pricing and supply. Every barrel of crude oil produced and recorded officially must comply with the regulations guiding the global crude production to protect the market and ensure energy security across the globe. The guidelines have rooms of peculiar situations like transaction in local currency but at prevailing global market rates on transaction date.

2. Nigeria too is under those guiding principles and must comply with the global guidelines. Because the crude oil is in our backyard doesn’t mean we can wake up and sell it out in our terms. Even government owned refineries must either buy it in dollar (the official currency for crude transactions) or in local currency at exchange rate of the prevailing dollar rate. For countries with stable exchange rate, refineries can buy in dollar and sell products in their local currency. But for Nigeria that is battling with foreign exchange liquidity, it’s best if refineries buy in Naira and sell products in Naira. This will reduce pressure on Naira by reducing the demand for dollar. It’s unsustainable sha.

PMS and PRICING

3. PMS is a major product of Crude obtained after refining. The cost of pms is made up of so many components. But the major component, like every other product, is the cost of raw materials (crude in this case). The cost of crude is a major factor for the pms produced. So, if the crude price is supplied in dollar, the price of pms and other products will be pegged in dollar or corresponding rate in local currency. And if price is supplied in local currency at rate of prevailing price in dollar like in the case of Dangote and FG, the price of pms too will be computed in Naira at the corresponding dollar rate.

4. Example: NNPCL sells crude to Dangote at $87/barrel at dollar rate of N1600:$, NNPCL will bill Dangote N139,200/barrel instead of applying pressure on Naira by buying dollar to make the transaction. This amount has now become part of the production cost for pms. If the final production cost stand at $0.7/liter of pms, that is N1,120/liter. To add more context to this, same $87/barrel last year would have cost Dangote N39,000/barrel at N450:$. The production cost of pms as at last year for Dangote would have been N315/liter as against the N1,120/liter due to dollar rate.

SUBSIDY, DOLLAR and NNPCL

5. Landing cost of PMS to our ports is about N1,300/liter and at previous pump price of N700, NNPCL is definitely paying the differentials of about N600 for every liter.

6. Dangote Refinery will not be exception. They will either buy crude in dollar or in Naira rate which means dollar rate will affect their production cost even if they buy it in Naira because the initial price benchmark was in dollar. And with N1,600:$, finished product in Naira will definitely be high.

7. For govt to regulate and continue paying subsidy (differentials ), NNPCL will now either subsidize crude for Dangote or buy PMS from Dangote at open market rate and then subsidize for Nigerians that’s why they are now the exclusive offtaker. The increase in today’s price is govt reducing the amount of differentials (subsidy) they have to pay per liter.

8. The lower the dollar ($) rate, the lower the PMS price and vice versa.

Summary of Dangiwa’s meeting with Cement and Building Materials Manufacturers amidst rising prices.

1. Following the persistent rise in price of building materials especially cement, the Honorable Minister for Housing and Urban Development, Arc Dangiwa, summoned a meeting with the manufacturers in an effort to intervene and prevent the escalation of the situation.

2. Present at the meeting were representatives of Dangote Cement, BUA Cement and Lafarge Group as well as the Cement Manufacturers Association of Nigeria (CMAN).

3. Ministry of Housing and Urban Development is the ministry that depends so much on cement and other building materials and also a major stakeholder in the construction industry. The mandate of the ministry is delivery of affordable housing for all Nigerians. Cement and other building materials play a significant role in achieving this mandate. This situation is clearly an emergency one for the ministry as it has direct impact on their statutory operations and mandate delivery.

4. The Minister registered his displeasure with the situation while also acknowledging the microeconomic challenges in the country. He enquired to know exactly the root cause of this problem and possible ways it can be addressed.

5. The manufacturers also appreciated the government for reaching out and for trying from all angles to salvage the situation. They also promised to work closely with the government for a common ground that will work perfectly for their businesses and all Nigerians. The manufacturers outlined many reasons as to the cause of the rising cement prices such as energy cost as they buy natural gas in dollar which more than doubled in the last few months; logistics cost as majority of their trucks run on diesel and other genuine concerns. While acknowledging the concerns, the Honorable Minister still believes that they can do more to save the situation as this is time for collective sacrifice towards national development.

6. In response to their concerns and to find sustainable and favorable ground, the minister set up a technical committee that will work with them to validate those concerns for long term solution. Valid reasons from the recommendations of the committee will be presented by the Honorable Minister at Federal Executive Council for deliberations and considerations. The committee will submit the recommendations 1 week from yesterday.

According to a EFCC Instagram handle: The former petroleum minister, Diezani reportedly in the second stage of her cancer, has implored President Bola Ahmed Tinubu to permit her to return to Nigeria to confess to her financial misconduct during her tenure.

She went on to mention her association with Dauda Lawal Dare, the current governor of Zamfara State, to whom she entrusted over 9 billion dollars for safekeeping while he served as the Executive Director of First Bank Nigeria PLC.

Speaking to the press in London after a medical visit, the ex-Petroleum minister, accused of embezzling billions of dollars from Nigeria, expressed her readiness to disclose details of the funds she allegedly misappropriated while in office.

“I am now a born-again Christian and currently grappling with the second stage of cancer, for which my United Kingdom-based physician has advised me to continue medication for the rest of my life,” she disclosed. “Yes, no one is flawless, but sometimes, God Almighty permits such occurrences.

I’ve been accused of financial misconduct during my tenure as the petroleum minister, and it’s true! However, I would like President Bola Ahmed Tinubu and Nigerians to forgive me, allow me to return home, and contribute because life is transient,” Diezani tearfully stated.

Revealed that Mr Dauda Lawal is now unresponsive to her calls and has collaborated with the UK police to subject her to surveillance, possibly to claim the entrusted funds upon her demise.

She said, ”My husband and my entire family members including My Nigeria lawyer based in the United Kingdom knew my relationship with Dauda Lawal Dare, the current Zamfara State governor whow I entrusted over 9 billion dollars for safe keeping while he was the Executive Director of the First Bank Nigeria PLC.

Unfortunately, it has now come to a point that Mr Dauda Lawal is no longer picking my phone calls and even worked in Collaboration with UK police to put me under Surveillance, may be to claim the Money I entrusted to him when I die.”

Ahead of the judgement deliberation tomorrow, a critical part we should be aware of concerning the Court of Appeal verdict on the Kano governorship election is that if INEC, in its defense, fails to validate the inserted 165,000 votes with clear evidence, then the upper court will have no option but to go with the judgement of the lower court, that is Dr. Nasir Gawuna is the legitimate and elected Governor of Kano state.

And both the Electoral Act and INEC guidelines clearly state that “only duly stamped, dated ballot papers endorsed by presiding officers will be counted.”

The Renewed Hope Cities Project will target all the 36 States and 25%FCT. Each state will get 1,000 Housing Units while FCT will get 4,000 Units.

For the Slum Upgrading Project, each Geopolitical Zone will get 4 sites making 28 sites while FCT will get 2 sites totaling 30 sites nationwide.

The projects are expected to generate more than 300,000 jobs.

The Court of Appeal sitting in Abuja delivering the judgement of an appeal against the judgement of National and State Assembly Elections Tribunal, has  pronounced its judgment in favor of Honorable Abubakar Yahya Kusada and thereby affirmed the decision of the Tribunal.

The Tribunal Judgement declared Hon Kusada as the winner of the Kankia/Ingawa/Kusada Fed Constituency Election and ordered INEC to issue Certificate of Return Immediately on the basis of Certificate Forgery by the PDP Candidate.
