logically, I wouldn’t feel surprised if those immigrants felt no personal attachment to the tradition either, making them less likely to wear it. I think deep down his complaint is more about the policy than the people. There’s only so many people who are really DYING to become Canadian citizens, especially for the “right” reasons. Once you reach a certain threshold, a higher percentage of those immigrants have to be a little closer to indifferent about becoming Canadian

some neighborhoods (often urban ones) naturally become epicenters for immigrant populations though, he may be generalizing to some degree because he has no way of identifying where everyone he sees lives but it isn’t completely unfair for him to state that his perception of downtown Toronto is that no one wears the poppy anymore. And if downtown Toronto has a high immigrant population, it isn’t irrational to attribute that supposedly new phenomena of less people wearing the poppy to this new population who may not feel any personal attachment to the tradition
