The GST Portal instructions itself clearly specify that in case the applicant does not have a PPOB in state, please select first jurisdiction from dropdown for Center and State. For UP registration Agra Sector -1 is the jurisdiction which is the first on the drop down
@AgraCgst we have grievance on Order of Rejection of Application for Registration application filed for obtaining TCS registration which is purely out of compliance of the GST Laws.

The FAQs on the GST portal clearly provide that Tax Collector can mention the name of the State/ UT in Part B of the application, in which the principal place of business is located, which may be different from the State/UT mentioned in Part A.

BREAKING NEWS | The #GSTCouncil has approved the rate rationalisation. There will be a 2-slab #GST with 5% and 18% as the #tax rates along with a 40% special rate for sin goods. The new rates are set to take effect from the 22nd of September.
