Under Rules of Engagement (ROE), this creates an imminent threat. No need to wait to be shot first.

In May 25th, 2026, U.S. forces conducted lawful self-defense strikes in the Strait of Hormuz against Iranian missile sites and mining boats—exactly as ROE allows: neutralize the danger before it hits.

Action beats reaction. Deterrence works when threats have consequences.

Placing mines in international waters and positioning a loaded missile launcher pointed directly at another party is inherently an offensive action.
If someone points a gun at you, that alone creates an imminent deadly threat. A reasonable person does not need to wait to be shot before defending themselves — waiting until the trigger is pulled often means you lose the ability to respond at all. The same principle applies at the international level: clear hostile intent and capability justify proportionate defensive action without absorbing the first strike to "confirm" aggression.
