On 25 December 2025, during the National Workshop on Good Governance Practices 2025, the Hon’ble Minister of State for Personnel, Public Grievances and Pensions, Dr Jitendra Singh, released the Special Campaign 5.0 Assessment Report and the CPGRAMS Annual Report 2025, prepared by the Quality Council of India (QCI) PMUs in collaboration with the Department of Administrative Reforms and Public Grievances (DARPG).
QCI has been working closely with DARPG over the years on key national initiatives such as #SpecialCampaign and #CPGRAMS, contributing to stronger public service delivery systems and a more responsive, citizen-centric grievance redressal ecosystem.

The first Preparatory Meeting with Nodal Officers of Ministries/ Departments for #SpecialCampaign5 for institutionalizing swachhata and reducing pendency in Government was held today under the Chairmanship of Shri V. Srinivas, Secretary DARPG, with the participation of 200+ senior officials from 84 Ministries/Departments.
The Special Campaign 5.0 timelines are
· Preparatory Phase – September 15-30, 2025
· Implementation Phase – October 2-31, 2025
· Evaluation Phase – 17-30 November 2025
· Presentation of Best Practices – 19 December 2025
All Ministries/Departments, Attached, Subordinate, Autonomous offices, Public Sector Undertakings, Public Sector Banks, Overseas Missions & Posts will participate in #SpecialCampaign5.0 on a saturation approach.

• In July 2025, 1,51,509 PG cases were received on the CPGRAMS portal, 1,47,902 PG cases were redressed and there exists a pendency of 67,118 PG cases
• In July 2025, for the 37thmonth in a row, the monthly disposal crossed 1 lakh cases in the Central Secretariat

Shri V. Srinivas, Secretary, Department of Administrative Reforms and Public Grievances (DARPG), chaired a monthly meeting with Nodal Officers from 84 Ministries/Departments to review progress under Secretariat Reforms for June 2025.
Highlights of the June 2025 Secretariat Reforms Report:
• Cleanliness campaigns at 8,128 sites across Ministries/Departments
• 52,427 physical files weeded out under record management
• ₹56.07 crore revenue generated through systematic scrap disposal
• 11.67 lakh sq. ft. office space freed and repurposed
• Cumulative scrap disposal revenue: ₹3220.04 crore
The Secretary appreciated citizen-centric initiatives such as the Rail Chaupal by the Ministry of Railways and encouraged other citizen-facing ministries to adopt similar practices. He also urged Nodal Officers to review and consolidate part-file heads and reduce the channels of submission to four levels, as directed under the CSMOP 2022. Furthermore, he advised Ministries/Departments to update their directory of Nodal Officers in view of the upcoming Special Campaign 5.0.
