Tlaxcala is pretty much a republic in a sense and I'm not sure what else to describe a hereditary monarchy like the Aztecs. AFAIK, Texcoco comes in a bit later.

He got it from the Tlaxcalans, a republic, really hating Aztec rule, a monarchy. Pizarro also walked into the aftermath of a brutal civil war (which germs began).

Figueres Ferrier, the president, said no. Following that, CR has been stable.
