Why is Tamil Nadu GST revenue falling?

A short answer is

GST is a destination based consumption tax. There are two possible reasons.
1. People in Tamil Nadu spend less.
2. GST evasion in Tamil Nadu is rampant.

Economists and experts may explore more and more and offer more and more explanations but revenue will not increase unless the root cause is addressed.
