Speaking collectively on behalf of the intellectual leadership, traditional authorities, and the diverse diaspora constituencies originating from the regions of Awdal, Salal, and Gabiley, we hereby articulate our unequivocal position.
We express our unreserved and absolute rejection of the announcement issued on 26 December 2025 by the State of Israel purporting to recognize the entity referred to as “Somaliland” within the internationally recognized territory of the Federal Republic of Somalia. We caution that this unprecedented and unilateral act carries profound and far-reaching consequences for peace and security in the Horn of Africa and the Red Sea basin, with destabilizing implications that extend well beyond the region and threaten global stability. Such an action constitutes a manifest disregard for the principles of international law.
Our sovereignty, national unity, collective dignity, and the sanctity of our internationally recognized borders are neither negotiable nor subject to reinterpretation. We therefore formally and categorically affirm that the administration styling itself as “Somaliland” possesses no legal authority, mandate, or legitimacy to represent our people or to speak on behalf of our lands.
Accordingly, we reject in the clearest possible terms any form of recognition accorded to that administration. Our people and our territories remain an inseparable and constituent part of the internationally recognized Somali Republic.
We condemn, in the strongest and most unequivocal language, this act of recognition, which represents a flagrant violation of international law and of the Charter of the United Nations, whose foundational purpose is the protection of state sovereignty and the preservation of territorial integrity.
We reaffirm our full and unwavering support for the sovereignty of the Federal Republic of Somalia and declare, without reservation, that our region constitutes an integral and indivisible component of an independent and unified Somali Republic.
We categorically reject any initiative, policy, or measure designed to undermine Somalia’s unity, territorial integrity, or its exclusive and absolute sovereignty over the entirety of its national territory.
Finally, we underscore that the recognition of secessionist claims within sovereign states establishes a profoundly dangerous precedent in international relations. We further stress the clear and troubling convergence between this action and ongoing, firmly rejected efforts to forcibly dispossess the Palestinian people of their land—policies and practices that we oppose unequivocally, in both principle and effect.

As a Muslim and as someone from the Isaaq community, I cannot stay silent. Today, I openly denounce the reckless political behavior being carried out in the name of my tribe. This path does not represent our deen, our Somali values, or the dignity we were raised with in the North (Somaliland).
Our youth are being misled by individuals chasing foreign approval, serving interests that have nothing to do with Islam, Somaliland, or justice for the oppressed. I call upon our religious scholars; come out, speak the truth boldly, and guide the youth before they are spiritually destroyed and politically exploited. This is not the time for silence or comfort. Silence today is partnership tomorrow.
As an Isaaq Somali, I was never raised to bow my head to occupation, oppression, or injustice. Our identity was built on honor, not submission. If scholars choose silence in this moment and allow this un-Islamic course to continue, then let history bear witness that they stood aside when their people needed clarity and courage most.
Stand for truth. Stand for dignity. Stand for Somalia. Stand for justice. Silence is not an option.

Subject: Notice of Criminal Liability for Threats, Incitement, and Anticipated Violence Against Civilians in Awdal Region
This letter serves as a final, formal, and irrevocable notice that you are being placed on record as individuals who have knowingly, deliberately, and unlawfully threatened civilians of the Awdal Region, incited violence against peaceful youth, intimidated families through fear of armed retaliation, and falsely claimed authority over the lives and security of a civilian population over which you possess absolutely no legal, constitutional, or moral mandate. From this moment forward, no claim of ignorance, misunderstanding, political necessity, or obedience to orders will be available to you as a defense.
You all have openly threatened Awdal youth for exercising their lawful right to oppose illegal political acts imposed by a one-tribe secessionist regime based in Hargeisa. You all have warned parents that failure to “control” their children will result in swift and violent action by militias. You all have claimed dominion over Awdal as though it has conquered territory and its people’s disposable subjects. These statements and actions constitute direct and public incitement to violence, collective punishment, and criminal intimidation. They are crimes under Somali law and grave violations under international law.
Your conduct is not occurring in a vacuum. It is part of an organized and externally directed operation ordered by the leadership of the one secessionist administration in Hargeisa, whose objective is to forcibly manufacture political consent in Awdal for Israel’s illegal recognition by staging coerced celebrations and suppressing dissent through fear. This is not politics. This is coercion. It is persecution. It is the criminalization of identity and conscience. Awdal has categorically rejected these acts, and no amount of intimidation will change the historical, moral, and political position of its people, who have consistently and independently stood in solidarity with the Palestinian people and rejected the use of their land as a tool for foreign military or geopolitical agendas against Yemen people.
This document constitutes a FORMAL LEGAL NOTICE, CEASE-AND-DESIST ORDER, and RECORD OF PRIOR WARNING, issued for the purpose of establishing:
Individual criminal intent (mens rea)
Advance knowledge and foreseeability of harm
Personal, joint, and command responsibility
This notice is intended for future submission as evidence before:
The International Criminal Court (ICC)
The African Commission on Human and Peoples’ Rights (ACHPR)
UN Special Procedures, including Special Rapporteurs on:
Extrajudicial executions
Freedom of assembly

You all are further notified that your threats are issued in the shadow of already documented mass atrocities committed against civilians in Borama between 4 and 6 December by the one tribe secessionist regime in Hargeisa. Those killings are under active legal preparation for international submission. Any further harm inflicted upon Awdal civilians will be treated as a continuation of the same criminal enterprise. The doctrine of continuing crimes will apply. Your names, statements, communications, and actions are being preserved as evidence. This notice itself is being preserved as proof of prior knowledge, intent, and foreseeability of harm.
Let’s not misunderstand. You all do not rule Awdal. You all do not speak to its people. You do not possess authority over their lives. Any attempt to impose illegal celebrations, deploy militias, or spill blood in Awdal will be met not with silence, not with fear, but with relentless legal pursuit. If a single Awdal citizen is harmed, detained, disappeared, or killed as a result of your actions or your incitement, each of you will be individually named and pursued before international human-rights and criminal forums. Responsibility will be personal. Consequences will be permanent.
This letter constitutes a final cease-and-desist demand. Any continuation of threats, intimidation, or preparation for violence after receipt of this notice will be treated as willful persistence in criminal conduct. All legal rights are expressly reserved. No further warning will be issued.

When the Ethiopian Prime Minister posts fictitious maps—like the one he shared yesterday—claiming that Ethiopia owns or once owned parts of Somalia and Djibouti (something that has never happened in the last 3,000 years), your response should be immediate and factual. You should post accurate historical maps from credible sources showing when and how Somalia liberated its territories that were once under Ethiopian control.
The same applies whenever others attack the country you lead. Your foremost duty is to defend the dignity, sovereignty, and reputation of the Somali state.

Your Excellency
On behalf of the people of Awdal and in my capacity as Grand Suldan Samatar Suldan Ibrahim Suldan Jama, I wish to convey my deepest appreciation and sincere gratitude to you and to the Government and people of the People’s Republic of China for the generous USD 1,000,000 humanitarian donation extended to the Awdal community.
This act of compassion comes at a time of profound hardship for our people. Awdal has recently endured tragic events in which twenty-one innocent civilians lost their lives, and two hundred fourteen others - mostly youth - were wounded while peacefully expressing their rights. Many of the injured continue to suffer without adequate medical care, as our region lacks hospitals capable of performing the necessary surgical operations. Your government’s generosity therefore carries immense moral and humanitarian significance for our community.
While we are sincerely grateful for this support, I must respectfully express my grave concern that the funds allocated for Awdal have not yet reached our community. This concern is heightened by previous experience, as a USD 700,000 donation previously allocated to Awdal regrettably never reached the intended beneficiaries. Our people fear a repetition of this painful outcome.
In order to safeguard this donation and ensure that it is utilized transparently, responsibly, and strictly for the urgent needs of the Awdal people, I have formally established an Awdal Community Oversight Committee, composed of six highly respected individuals selected on the basis of experience, integrity, diligence, and proven leadership. I serve as Chairman of the Board of this committee in my capacity as Grand Suldan of Awdal.
The committee’s executive leadership is structured as follows:

The committee is mandated to ensure full accountability, transparent reporting, and proper allocation of all funds, and it stands ready to provide regular financial and operational reports to the Embassy of the People’s Republic of China and to all current and future donors.
For this purpose, I have attached the official Awdal Community Bank Account details, designated exclusively for humanitarian assistance, medical support for the wounded, and community recovery efforts.
I kindly and respectfully request that, as the donor government, the Embassy of the People’s Republic of China formally inform SoDMA, the Ministry of Interior, the Ministry of Finance, and the Office of the Prime Minister to release this donation - and any future assistance intended for Awdal - directly to the Awdal Community Bank Account. This will guarantee transparency, prevent unnecessary delays, and ensure that aid reaches the wounded, displaced families, and affected communities without diversion.

International Legal Action Against President Hassan Sheikh Mohamud for Illegal Constitutional Manipulation and Illegal Election Extension
As a Member of the Foreign Affairs Committee of the House of the People, and with the support of international legal experts (including counsel Dr. Jonathan Levy, and Mr. Yufnalis Ndege Okubo), I hereby announce a full-scale legal, diplomatic, and public campaign against the reckless and unconstitutional actions of President Hassan Sheikh Mohamud. Somalia is witnessing the most blatant assault on its constitutional order since independence. The president is attempting to illegally rewrite the Constitution and force an unlawful extension of his term beyond May 14, 2026, in direct violation of national law, the Provisional Constitution, and every democratic norm recognized by the international community.
Let it be stated without ambiguity - The President of Somalia is attempting a civilian coup disguised as “constitutional reform.”
For the last three years, President Hassan Sheikh Mohamud has abused state power to accumulate personal political authority, weaponized national institutions, interfered with independent bodies, manipulated federal relations, and unleashed security forces to silence political opponents and vulnerable communities. His administration has engaged in widespread corruption, unlawful land seizures, and forced evictions of IDPs - turning the instruments of the state into tools of intimidation and profiteering.
These actions are not political misjudgments - they are deliberate and systematic violations of the Constitution and international law.
Today, I confirm that we are filing and preparing coordinated legal cases before the following international bodies:
East African Court of Justice (EACJ)
African Court on Human and Peoples’ Rights
UN Human Rights Committee (ICCPR Mechanism)
African Commission on Human and Peoples’ Rights
UN Special Rapporteurs on Human Rights, Judicial Independence, and Extrajudicial Violence
Global Magnitsky sanctions mechanisms in the United States, United Kingdom, and European Union
Additional filings will be prepared for universal jurisdiction courts in Europe should evidence of political violence, unlawful killings, or targeted persecution emerge.
No president - no matter how desperate or corrupt - has the authority to rewrite the Constitution for personal survival.
Somalia’s Provisional Constitution mandates that the 2026 elections must occur without delay. Any attempt by the president to postpone, manipulate, or extend his own mandate is illegal, void, and a direct attack on Somalia’s sovereignty.
The Foreign Affairs Committee will not allow Somalia to be dragged into dictatorship under the guise of “constitutional reform.” The people of Somalia did not shed blood for decades only to have one man hijack the republic.
The president’s attempted extension is rejected, illegitimate, and will be confronted at every international forum available to us.
This legal campaign is supported by an experienced team of international constitutional scholars, human rights attorneys, and regional law experts. We are compiling evidence, witness testimony, administrative records, and documentation of violations to be submitted to all relevant courts.

We call on all Somali citizens, civil society organizations, diaspora communities, and international partners to stand firmly in defense of the Constitution, the 2026 election timeline, and the rule of law. History will remember those who stood up - and those who remained silent.

The Somaliland administration has committed acts of genocide against the people of Awdal, deliberately targeting civilians. Over the past four nights, the victims have included a pregnant woman and a small child she was holding in her arms. This violation is completely unacceptable. We demand justice and call for an independent and transparent investigation that will identify and hold the perpetrators accountable.
Furthermore, the Somaliland forces attacked places of worship and the hospital where the wounded were being treated. This is a tragedy and a clear act of discrimination against the people of Awdal, who reject the separatist agenda.
