@APaxman I agree on both, but I think these changes had to coincide with the losses in the courts to make the dramatic effect they had on antitrust actions.
9/ However, as Mexico demonstrates, this advice overlooks that prioritizing monopoly enforcement early can help authorities achieve a positive public reputation, improving their institutional position and unlocking new administrative powers in the long run.
