Two things can be true at the same time. The capacity is definitely higher, but all the stadiums are soulless, like a corporate environment. They're also probably well-equipped, but their value outside the US is zero, since almost no one outside the US cares about the NFL or college football, whereas as a soccer fan, there are dozens of stadiums filled with a special atmosphere and history that you want to visit even if you're not a clubs fan.
People watch Monaco because it's Monaco. They sense elitism. From a racing perspective, Monaco is one of the most boring. All the celebrities there are just selling their faces. Monaco has history, but if we look at it as a race and the intrigue that comes with it, it's one of the worst.
