Telangana’s New TDR Policy: A Turning Point for Hyderabad’s High-Rise Real Estate
The Telangana government has rolled out a significant urban planning policy that will directly impact builders planning high-rise residential projects across Hyderabad. As per the new regulation, any residential project with 10 floors or more will now require builders to purchase Transferable Development Rights (TDR). While this policy is aimed at structured urban growth, it also introduces a new cost layer that will influence project pricing, launch strategies, and buyer decisions especially in high-rise–dominated zones of the city.
Understanding Transferable Development Rights (TDR)
Transferable Development Rights (TDR) are a planning tool used by governments to compensate landowners when land is acquired or reserved for public infrastructure such as roads, transit corridors, or open spaces. Instead of monetary compensation, landowners receive development rights that can be sold or used to construct additional built-up area beyond standard limits.
Under the new Telangana policy, builders developing residential projects above 10 floors must purchase TDR equivalent to 10% of the built-up area constructed above the 10th floor. This effectively means that the taller the building, the higher the additional regulatory cost.
Applicability to Ongoing and Revised Projects
Although the policy is primarily applicable to new projects, it also impacts ongoing developments that approach authorities for:
- Plan revisions
- Additional floors
- Extensions or
- Fresh approvals beyond original sanctions
In all such cases, the mandatory 10% TDR loading on built-up area above the 10th floor will apply. Simply put, projects that grow taller or seek changes will face higher compliance costs.
Overall Impact on Hyderabad’s Real Estate Market
The impact of this policy will not be uniform across Hyderabad. In North, South, and East Hyderabad where high-rise residential development is limited the effect will be marginal. However, the policy will steadily influence pricing benchmarks citywide as new launches factor in higher compliance costs.
The maximum impact will be felt in West Hyderabad, where high-rise construction is the dominant development pattern.
Why West Hyderabad Is Most Affected
West Hyderabad, particularly the Financial District belt, has emerged as the city’s vertical growth corridor, with most residential projects averaging 40–50 floors. For such developments, TDR will apply to a substantial portion of built-up area above the 10th floor, translating into crores of additional cost per acre.
Over time, this added cost pressure is expected to reflect in
- Higher launch prices for new projects
- Upward revisions in pricing for projects seeking approvals or extensions
How the TDR Impact Was Estimated
To assess the likely pricing impact, a structured methodology was followed. Key micro-markets across Hyderabad especially in West Hyderabad were studied by analyzing multiple ongoing and planned projects. Average built-up area per acre and average building height were estimated for each location. Since TDR applies only to 10% of the built-up area above the 10th floor, that portion was calculated and multiplied by location-specific TDR rates sourced from CBRE market data. The resulting additional cost per acre was then translated into an approximate per-square-foot impact, assuming partial pass-through to buyers. All figures are indicative and meant to show directional trends rather than exact pricing.
Estimated TDR Impact Across West Hyderabad Micro-Markets
The analysis reveals significant variation across locations. In Kokapet, the additional TDR cost is estimated at ₹6–7 crore per acre, translating to a price impact of ₹120–140 per sq. ft. Narsingi may see ₹4–5 crore per acre with a ₹100–120 per sq. ft. impact, while Rajendra Nagar remains relatively lower at ₹70–90 per sq. ft.
Premium zones like Nanakramguda stand out sharply, with estimated additional costs of ₹15–16 crore per acre and a steep ₹380–420 per sq. ft. impact. Miyapur, Kukatpally, Tellapur, Neopolis and Nallagandla also show meaningful cost additions, while emerging areas like Kollur face comparatively minimal impact.
What This Means for Homebuyers and Investors
The core takeaway is simple, future supply will become costlier. New launches will price in TDR costs from day one, and ongoing projects seeking revisions will also face upward cost pressure. Over time, this will push benchmark prices higher across West Hyderabad.
For buyers, this creates a clear, time-bound opportunity. Projects that already have approvals in place today offer better relative value, while waiting for future launches in the same micro-markets could mean paying a premium for similar products.
West Hyderabad’s Long-Term Strength Remains Intact
Despite the added costs, West Hyderabad continues to be Hyderabad’s strongest real estate growth engine. The Financial District is witnessing massive expansion driven by global IT majors like Google, Amazon, and Microsoft. The region is expected to generate nearly one lakh new jobs in the coming years. Rental yields currently range between 4–5%, with average 3BHK rents at ₹80–85K per month. Rental growth has been strong at around 18% year-on-year, with medium-term projections pointing towards ₹1.5–2 lakh monthly rents over the next five years.
Final Perspective
The new TDR policy will inevitably increase project costs, and a part of this will flow through to buyers. However, informed buyers who act early especially in already-approved projects can still secure value before higher pricing becomes the norm. In high-growth corridors like West Hyderabad, understanding regulatory changes early is not just helpful, it’s critical.

Hack to Pay Zero Tax on your Mutual Fund
If you invest in mutual funds, here’s a rule you’ll want to know:
SEBI’s new rules now allow you to gift your MF units directly — in both SOA form (Statement of Account, non-demat folios) and Demat form (units held in your CDSL/NSDL demat account).
No selling. No capital gains triggered.
Why this matters for tax planning
• Gifts to relatives are fully tax-free for both giver and receiver.
(Relatives under Income Tax Act include: spouse, parents, children, siblings, siblings of spouse, siblings of parents, grandparents, grandchildren, and the spouses of all these people.)
• The recipient gets your original cost + holding period, so LTCG benefits remain intact.
• Equity funds Taxation:
– STCG @ 20%,
– LTCG @ 12.5% after 1.25 lakh if profit
A family member with unused ₹1.25 lakh LTCG exemption (Section 112A) can redeem with zero tax.
• Debt funds Taxation:
Taxed at the recipient’s slab rate, so gifting to someone with low/no taxable income can make even debt-fund gains tax-free up to ₹12 lakh under the new regime.
How to gift?
• SOA units: Use CAMS → select Transfer/Gift → verify via OTP.
• Demat units: Use CDSL Easiest / Delivery Instruction Slip (Offline) → Off-Market Gift → enter the ISIN & recipient’s demat ID.
(ELSS transferable only after lock-in; ETFs only through demat.)
Why families should use this?
Gifting lets you:
• reduce total household tax outflow,
• shift wealth efficiently,
• and keep compounding uninterrupted.
Mutual fund gifting isn’t just a gesture — it’s a tax strategy most people miss.
