@jmwooldridge, is there any reason not to use Poisson regression qmle with a binary outcome variable? Is there an argument that the functional form assumption on the conditional mean is less concerning when the count only goes to 1... or is that a step to far?
@nikenberger Has market power in retail gas substantially changed? Full pass through or not the effect is probably small for consumption and for consumersโโ <$10/month savings if full pass through. The real looser would be the federal transportation budget. ~$2B/month.

Gas rebates are the same as lower price at the pump and โฌ๏ธ the incentive to drive less/ buy more efficient vehicles like you noted. Not a bad idea if it's progressive and the goal is to help poorer ppl.

@nikenberger With full pass through ($.18) and a short run price elasticity of ~-.3, we're talking a ~1% increase in fuel consumption. Long run elast of ~-.6 => ~2%. Not saying it's a good idea, but it's short term & the 70% increase in gas price in the last year is a much bigger price signal
@Nowooski Cool. I'm just not on board with framing regulation of power plants as an austerity agenda. It is (or can be) a renewables deployment and tech investment incentive. But sure, it does look like subsidizing goods vs taxing bads is what we've got for now.
