FIFA needs to decide if they're going to use VAR to review all goals or not.

In the Egypt vs Argentina match, an Egyptian goal was overturned earlier in the match for a penalty on the opposite side of the pitch (first picture).

Later in the match, right before the game winner, Argentina had a similar play but no foul was called (second picture).

Consistency in officiating is important, and this World Cup will go down with a lot of question marks towards questionable officiating.

A simple way would be to review the play after the ball enters the attacking zone, for both offsides and penalties.
