How do we know McConnell is actually doing any of this and that it's not his staff making decisions for him?

His staff refuses to answer questions from constituents and press alike.

Is Terry Carmack, McConnell's Chief of Staff, making legislative decisions on behalf of McConnell?

Not a single Kentuckian voted for Carmack.

Or for @StephaniePenn, McConnell's Director of Communications, who refuses to communicate about McConnell's physcial and cognitive condition.
