And 257 cash for new sim card

May I know why they demanded cash payment for sim card

On 3rd Dec I converted my postpaid no in to prepaid but still not get on from last 5 days I am not able use my services very bad service from Vodafone, even more bad people sitting in gallery they treated us badly. #vodafone

They are asked cash for cash for sim card when I asked why not online or card payment they told if you not give will not convert connection I paid 257.
