if clean water is "no big deal" that's exactly why clean water is a very big deal.

several reasons. one, transporting/treating sewage requires different processes than cleaning/pumping drinking water.

two, we have different federal obligations, different programs, different regulatory requirements.

what does it cost you to treat 1 gal of sewage? about 2¢.
