There are many islands and constituencies where opposition dominates and where PNC has little to no chance of winning any council seat.

In these areas, staff working in SOEs are being asked not to participate in the referendum by refusing the referendum ballot paper.

And now you’re saying the names of voters who choose not to participate in a particular vote, such as the referendum, will be read aloud and announced to all observers present.

This effectively creates a record of who is voting and who is not.

It gives employers a golden mechanism to determine which of their staff participated in the referendum and which did not.

Given these circumstances, how can the vote be considered secret? You’re literally helping SOEs to coerce their staff into not participating in the referendum.
