We did have a Known Issue that was causing Landing Pages that contained Checkboxes, Dropdowns, or Listboxes to be unable to publish. The issue was resolved a little earlier today.

@ASL_Hoogers Thank you, Allyson. You can turn the pop-ups off via the Tasks in the contact record or from the Campaign where they are being created. I shared feedback with our product team about incorporating a simpler method to accomplish this as well.
