"system failed to allot a seat" is wrong.

in fact
the system maintained you in the queue and kept last moment hope pushing you 1 seat up in the queue, whenever there was a cancellation.

this maintenance needs hardware to run which in turn needs billing.
so the penalty

- identify road mess of commonly used routes by them
- get it repaired on own
- raise the bill in ITR under CSR
- the govt penalises contractor for reimbursement to taxpayer
