As per the Indian civil #aviation regulator - the @DGCAIndia, actions (seen in the video below) may fall under one of two levels of unruly behaviour on an aircraft:
Level 2 i.e., "Physically abusive behaviour (pushing, kicking, hitting, grabbing or inappropriate touching or sexual harassment etc.)" Or
Level 3 i.e., "Life-threatening behaviour (damage to aircraft operating systems, physical violence such as choking, eye gouging, murderous assault, attempted or actual breach of the flight crew compartment etc.)"
The Civil Aviation Requirements mandate that (among other things):
1. An FIR be lodged by the Commander of the aircraft;
2. The incident should be reported to:
a) Airline security official
b) SHO of airport police station
c) CISF
d) BCAS
e) Airport operator
3. An Internal Committee must be setup by the airline to decide which category level of unruly passenger this incident would fall under within a period of 30 days;
4. Pending decision of the Internal Committee, the concerned airline may ban such unruly passenger from flying, but such period may not exceed a period of 30 days; and
5. The passenger is be placed on a No Fly List maintained by the DGCA. This is communicated to other airlines as well.
Once on the No Fly List, other airlines shall have the option to ban the unruly passenger from taking flights to/from/within India for a duration as indicated below:
Level 2 "upto six months"
Level 3 "for a minimum period of 2 years or more without limit".
