Look at the real metrics: A UPE school with 600 pupils gets a microscopic UGX 20,000 per child annually from the state. That equals a flat UGX 1,000,000 a month to run an entire primary school!
Out of that 1 million, the headteacher must buy chalk, registers, print exams, pay Umeme, and empty full pit latrines. The Education Act makes extra fees illegal, but the state funding makes school closure inevitable if they don't look for survival money.
