[🚨🚨 Shocking Video] Perpetrator of ‘Incheon Songdo School Violence Video’ (Born in 2011) Referred to Family Court; Classified as a Juvenile Offender Under Age of Criminal Responsibility

The perpetrator behind the "Incheon Songdo school violence video"—in which a female middle school student repeatedly slapped a peer in Songdo International City—has been referred to the Family Court. A high school student who incited the assault has been referred to the prosecution.

On the 24th, the Incheon Yeonsu Police Station announced that it had referred Middle School Student A (14) to the Incheon Family Court on charges of assault and special intimidation. At the time of the incident, A was 13 years old; as she fell under the category of a juvenile offender under the age of criminal responsibility (under 14), she was referred to the Juvenile Division of the Family Court. Such juveniles are subject to protective dispositions ranging from Type 1 to Type 10, which include placement in custody, community service orders, probation, or commitment to a juvenile detention center.

Police also booked High School Student B without detention on charges of aiding and abetting the assault and referred the case to the prosecution.

Student A is accused of slapping a peer, Middle School Student C, seven times and threatening her with a weapon in an apartment parking lot in Yeonsu-gu, Incheon, last November. Student B is accused of aiding and abetting the assault by actively inciting A's actions at the scene.

Police decided not to refer another high school student—who filmed the assault—to the prosecution, concluding that the student did not actively participate in the crime.

Police also conducted an investigation targeting platforms like Instagram to identify the person who posted the assault video on social media but were unable to confirm their identity. That investigation has also been suspended. Following a report on May 2 that a video of school violence had been posted on social media, the police launched an investigation into Student A (the alleged perpetrator), as well as those who abetted the assault, filmed the incident, and distributed the footage.

At the time, a 1-minute-39-second video titled "Incheon Songdo School Violence Video (Student Born in 2011)" was posted online, clearly showing the faces of both Student A and the victim, Student C. The footage captured Student A repeatedly slapping Student C, even as C pleaded for the assault to stop, saying, "I'm sorry. Please stop."

Student C did not report the incident to the police immediately after the assault but filed a report after the video appeared on social media.

After the video was posted, the perpetrator's (Student A's) name and contact details were revealed in the comments section, sparking controversy. Student A stated, "I acted out of immaturity last year, and I have been deeply reflecting on my actions ever since." She added, "Although the victim has forgiven me, I believe I inflicted a wound that cannot be erased."

She continued, "I am truly sorry to those who were angered and to the victim who suffered," and asked for help so she could "accept the punishment quietly and turn my life around."

To minimize secondary harm, the police requested that the Korea Communications Standards Commission delete the video and took measures to ensure the removal of most copies, including the original uploaded footage.
