Have you considered she might have been coerced into dropping the case, or simply lacked the strength to go through with it, rather than being bribed? Out of all the possibilities, your decision to jump to the one that paints a grieving mother in the worst light says a lot about your bias. You have no right to dictate how she navigates this tragedy.
