8. Ministry of Youth and Sports
Under Mustafa Ussif, the Ministry struggled with overseeing the country's youth development programs. Despite Ghana's rich sporting talent, the Ministry failed to improve sports infrastructure or adequately promote youth employment initiatives. The Ministry's programs for youth empowerment were seen as largely ineffective.

One of the most notable scandals occurred in 2021 with the disbursement of funds for the 2020 Africa Cup of Nations(AFCON) preparation. Allegations surfaced that officials misappropriated funds meant for the national team’s training and logistics. Additionally, the Youth Employment Agency (YEA) faced accusations of fraudulent recruitment and ghost workers. The Ministry was also accused of wastage during the construction of sports facilities.
