We are all talking about children. Children, children yes children not adults.
This language used that children are adults is used as a political strategy to pretend that “crime” will be reduced and this will bring us community safety.

A crackdown on youth crime is the refuge of the phoney politician. Cracking down on youth crime is usually not based in fact, and even if it was, the answer is absolutely NOT “adult crime, adult time.” All that achieves is more adult criminals.
