Rwanda’s NST2 can hit targets years earlier with the help of AI:
Today, the Hon. Prime Minister of Rwanda presented the five-year National Strategy for Transformation II (NST2), which runs from 2024 to 2029.
Among other targets, NST2 aims to create 1.25 million productive and decent jobs, lift agricultural productivity, cut child stunting rates, and double exports.
The goals are ambitious and attainable.
However, considering the current pace of technology, embedding AI in these targets could significantly compress timelines and multiply returns, with some sector-specific productivity gains outpacing current government projections by double digits.
Let's look at some concrete examples:
1/ NST2’s job creation target:
1.25 million by 2029, which requires adding roughly 250,000 jobs per year.
Current placement systems rely heavily on manual processes and fragmented labour market data.
AI-Driven Job Matching: Global case studies show AI-enabled recruitment can reduce hiring time by 67% and cut costs by 30% (https://t.co/2pAA2BCKZM).
Impact for Rwanda: With AI adoption, the job creation pace could accelerate by up to 2 years, effectively hitting the 1.25 million target by 2027 instead of 2029, adding an extra 500,000 jobs in the same timeframe.
2/ Agriculture: From 20% Gains to Doubling Output
Agriculture employs over 60% of Rwandans and is central to NST2’s nutrition and export goals.
Current Target: The government aims to increase productivity by 20% by 2029.
AI Potential: Precision agriculture technologies, already delivering 9–13% yield increases in U.S. trials and up to 54% in Argentina, could push Rwanda’s gains to 30–40%.
Financial Upside: At current farm-gate prices, that’s an additional $450–600 million annually in agricultural GDP, halving the timeline for reducing stunting.
3/ Public Service Efficiency: $250M in Potential Savings

Rwanda aims to double exports by 2029, focusing on coffee, tea, tourism, and ICT services.
AI Market Forecasting: AI-powered trade analytics can identify new markets 6–12 months earlier than traditional trade missions, accelerating penetration.
Impact: If exports grow at 15% annually instead of the projected 12%, Rwanda could hit the doubling target a year ahead of schedule, generating an extra $200–250 million in foreign exchange earnings.
THE MACRO PICTURE:
The African Development Bank estimates that AI could add $1.2 trillion to Africa’s GDP by 2030. For Rwanda, even a 0.5% share of that value represents $6 billion, half the country’s current GDP.
This analysis alone shows that, across jobs, agriculture, public services, and exports, AI adoption could deliver $900 million—$1.2 billion in additional annual economic output by 2029, equivalent to an extra year of GDP growth under baseline assumptions.
