Even if the Philippine Supreme Court were to rule that former President Duterte should be returned to the Philippines, I believe the International Criminal Court (ICC) will not even listen to that ruling. When there is a conflict between international law ( jurisdiction over crimes against humanity) and local law ( Philippine jurisdiction) , international law prevails.
