This is the message I conveyed to Foreign Ministers of Thailand and Cambodia when I spoke to them this morning.
Cambodia Confirms Border Shooting in Choam Ksan District
PHNOM PENH — Cambodia has confirmed a brief shooting along the border in Preah Vihear province, saying Thai soldiers launched an assault on December 7, according to Defence Ministry spokeswoman Maly Socheata.
In a statement issued the same day, Socheata said the incident began at 2:15 p.m. in Prolean Thmar in Choam Ksan district when Thai troops fired shotguns, B-40 machine guns and 60mm mortars.
Cambodian forces did not return fire and immediately contacted the Thai side, which led to the incident ending at 2:32 p.m., she said.
“During the incident, Cambodian forces refrained from retaliating and continued to cautiously monitor the situation,” the statement read.
The ministry said it has notified the ASEAN Observer Team (AOT) and requested an investigation “with transparency, fairness and correctness” to determine the cause of the incident.
Thai media outlet Khaosod reported that two Thai soldiers were injured in the gunfight, citing Thai military sources.
Socheata reiterated Cambodia’s “unwavering commitment” to the ceasefire agreement and the Kuala Lumpur Peace Accord, saying the country remains fully aligned with peaceful dispute-resolution mechanisms to maintain long-term stability along the border.
The shooting occurred as Prime Minister Hun Manet was hosting General Tan Sri Hj Mohd Nizam bin Hj Jaffar, Chief of Defence Forces of the Malaysian Armed Forces.
During the meeting, Nizam bin Hj Jaffar reaffirmed his commitment to supporting the implementation of the Kuala Lumpur Peace Accord and the ceasefire agreement, stressing Malaysia’s neutral position. The visiting general also met with Cambodia’s Defence Chief Tea Seiha.

Prime Minister Anutin Charnvirakul said the military has full authority to respond to any Cambodian aggression without waiting for orders from the government.
He confirmed that he has communicated the government’s position to the Minister of Defence and Deputy Minister of Defence, and also spoke briefly with the Commander-in-Chief of the Royal Thai Army. There is a shared understanding on military operations, and any details of a response will be explained by the armed forces.
Anutin said territorial protection, sovereignty, and national security are fully under the military’s authority. He confirmed that border crossings will remain closed until the threat from Cambodia subsides.
On diplomatic matters, the Minister of Foreign Affairs will lead discussions and make decisions as needed, whether relations are good or tense.
Regarding calls to cancel the 2000 and 2001 MOUs on land demarcation and shared resources in the Gulf of Thailand with Cambodia, the issue has been referred to a parliamentary committee. The government also plans to propose a referendum to avoid conflicting opinions.
