I think if we give Bishop Boxie the most charitable read here, the racism he refers to is at the bottom of the funnel, preventing African American young men from becoming priests and therefore being part of the candidate pool for bishops. (The alternative would be that the Vatican is racist, since they pick bishops.) But of course there are just not very many African American Catholics as a percentage of Catholics overall, and I believe others have run the numbers and shown that among bishops the representation is very close to what you'd expect based on the share in the Catholic population, and actually higher than the share of priests.

@Gawain90 @trad_west_ How does this rule out racism (historical or present) as a factor? It's like saying that the reason why most of the UK are not Catholic is because they are mostly Atheist and other denominations. Well yes but that hardly asks why they refuse to convert. Lets not be silly.

Or is the reasoning merely "Modernism happened here. Therefore modernism is the sole significant cause"? Because if that is the case, then the question remains unanswered properly.
