During its final plenary meeting in Tripoli, the Structured Dialogue today announced its final recommendations to enable national elections, unify and strengthen state institutions, and help address long-standing drivers of conflict.

Members of the Structured Dialogue's four tracks presented their conclusions to nearly 200 participants including SD members, representatives of the diplomatic community in Libya, and UN support team. The recommendations are available for download on the United Nations Support Mission in Libya website.

“What began as a shared commitment has grown into a dynamic and meaningful process driven by your dedication, your expertise, and your belief in your country’s future,” Special Representative of the Secretary-General Hanna Tetteh said during her opening remarks. “The challenges facing Libya required informed debate, responsible leadership, and constructive engagement.”

Since December 2025, the Dialogue’s four tracks have met consistently in person and virtually, logging hundreds of hours of discussion time with the aim of creating a shared vision for the country’s future.

The SRSG highlighted key takeaways from the process, noting she had observed a strong desire for change, balanced with an abiding determination for Libyan ownership of that change.

“We saw many wrestle with the aspirational objectives we want and the practical realities that we need to face, and search for a middle ground that is pragmatic while still advancing issues forward,” she said. “This often led to sequences and phased approaches aimed at achieving progress in a realistic manner.”

The Dialogue was unprecedented in both its size—more than 120 members—and its inclusiveness. Members hailed from the east, west, and south and included representatives from cultural components, youth, and persons with disabilities. Thirty-five percent of the membership were women.

To engage even more Libyans in the process, the Mission gathered ideas from more than 10,400 people about the issues under discussion using surveys and other mechanisms. A Women’s Caucus was established to advocate for issues of concern for the broader population of women. A digital platform that garnered more than 3,200 members was set up to spark discussion among Libyan youth.

“Despite differences in perspectives and priorities, the Structured Dialogue demonstrated that constructive dialogue across political, geographic, generational, and institutional divides remains, for the most part, possible,” SRSG Tetteh said.

At the plenary, Dialogue members also discussed the role they can play in mobilizing support for the outcomes of its four tracks—governance, security, economy, and national reconciliation and human rights.

“The next phase of Libya’s political process will continue to be built on Libyan-led efforts,” SRSG Tetteh said. “It will be used to push for critical recommendations and reforms, articulated through the Structured Dialogue, by the governing entities now and after elections.”

Along with the Structured Dialogue members, representatives from Italy, the European Union, Qatar, France, the Netherlands, the United Arab Emirates, Germany, the United Kingdom, China and Russia spoke at the event. Representatives of Algeria, Egypt, Spain, Egypt, Turkiye, Morocco, and Tunis.

إن استمرار انتشار المعلومات المضللة والخاطئة يساهم في تأجيج التوترات ويصرف الانتباه عن الحوار البنّاء القائم على الحقائق. وتؤكد البعثة على أهمية الاعتماد على المعلومات الدقيقة، داعيةً جميع الأطراف إلى تجنب التحريض واحترام حصانة موظفي الأمم المتحدة ومقارها وممتلكاتها وأصولها، وذلك وفقًا للتشريعات الليبية والقانون الدولي.

Following recent misinformation regarding the work of the United Nations in Libya, UNSMIL notes with concern the circulation of false claims that the Office of the United Nations High Commissioner for Refugees (UNHCR) is relocating to the UNSMIL compound.

These claims are unfounded. Moreover, as previously stated, allegations that UNSMIL or UNHCR are implementing programmes to resettle refugees or migrants to Libya are also false.

The continued spread of misinformation and disinformation risks fueling tensions and distracting from constructive dialogue based on facts. The Mission reiterates the importance of relying on accurate information and calls on all parties to refrain from incitement and respect the inviolability of United Nations personnel, premises, property and assets in accordance with international law.

The United Nations remains committed to supporting Libya and the Libyan people, in accordance with its mandates and with full respect for Libya's sovereignty.

Today in Tunisia, SRSG @HannaTetteh met with representatives of the diplomatic community accredited to Libya, including representatives of the African Union and the embassies of Argentina, Austria, Belgium, Brazil, Denmark, Finland, the Netherlands, Poland, Romania, Sweden, Switzerland, Ukraine, and the United States. The SRSG briefed the representatives on the latest developments in Libya and the status of the implementation of the roadmap. UNSMIL refutes allegations of migrant resettlement to Libya
TRIPOLI—The United Nations Support Mission in Libya (UNSMIL) has taken note of the demonstrations held outside its offices and the offices of the United Nations High Commissioner for Refugees (UNHCR). The United Nations affirms the rights of all Libyans to access accurate information and to express their views peacefully and in accordance with Libyan and international laws. Peaceful expression and dialogue are essential to addressing public concerns. However, in order for meaningful dialogue to take place, there must be the intent on the part of all parties to engage in good faith towards constructive and sustainable outcomes.
UNSMIL is concerned about the spread of misinformation, disinformation and hate speech regarding the work of the UN in Libya, which has contributed to heightened tensions and incitement against UN national and international staff.
The UN in Libya reiterates that none of its agencies, including UNHCR, implement any resettlement programmes to Libya. Allegations to the contrary are categorically false. UNHCR works with the Libyan authorities and the international community, with full respect for Libyan sovereignty, to identify solutions outside Libya for people fleeing war, conflict and persecution, including evacuation to third countries, and voluntary return when the conditions permit.
UNSMIL strongly condemns any incitement to violence, threats against United Nations personnel, and acts of vandalism and/or attacks against United Nations staff, premises, and property. There is no justification for violence or intimidation, which we know is not in line with Libyan culture and tradition. All parties are urged to respect the inviolability of United Nations premises, its personnel, and its property and assets in accordance with international law.
The Mission expresses its appreciation to the competent Libyan authorities in Tripoli for their efforts to maintain public order and ensure the safety and security of protesters as well as the United Nations personnel and facilities.

TRIPOLI – The United Nations in Libya notes with concern the renewed spread of misinformation, disinformation, and inflammatory rhetoric on social media platforms in Libya, including content targeting individuals or specific groups. Such narratives risk fuelling tension, mistrust, discrimination, and violence, undermining the dignity, safety and well-being of people across Libya.

The United Nations in Libya remains committed to working with national and local authorities, civil society, media, and communities to promote access to accurate and reliable information. We encourage all individuals and institutions to verify information before sharing it and to rely on credible and official sources.

Responsible communication and public discourse are essential to fostering mutual respect and informed and constructive dialogue. At a time when Libya continues to face complex political, economic, and social challenges, all actors have a shared responsibility to refrain from rhetoric that may incite hatred, discrimination, or violence.

The United Nations in Libya calls upon the competent national authorities to take appropriate measures, in accordance with Libyan law and applicable international human rights standards, to address acts of incitement and the dissemination of harmful false information that may threaten public order, social cohesion, or the rights and dignity of individuals. Accountability, due process, and respect for human rights remain essential to safeguarding stability and the rights and dignity of all individuals in Libya.

The United Nations Support Mission in Libya (UNSMIL) condemns the ongoing armed clashes in Zawiya and surrounding areas, amid disturbing reports of civilian casualties, including deaths and injuries among residents caught in the fighting. The use of heavy weapons and indiscriminate fire in densely populated neighborhoods is unacceptable.

Reports that residential compounds near the oil refinery are being used for military purposes are also particularly alarming. Civilian infrastructure must not be turned into battlefields. All parties must immediately halt such practices and immediately cease hostilities as a matter of urgency.

The Mission calls on national authorities to protect civilians and civilian infrastructure and fulfill their obligations under human rights and international humanitarian law. It also urges competent authorities to launch prompt, credible investigations into reported civilian harm and to ensure full legal and moral accountability, in line with the rule of law.

The situation in Zawiya risks wider destabilization. Continued fighting not only endangers lives but also threatens severe damage to strategic infrastructure, with serious humanitarian and economic consequences for Libya.

The Mission commends the efforts of influential leaders and security stakeholders working to de-escalate tensions and remains ready to support Libyan efforts to restore calm, protect civilians, and safeguard Libya’s national resources.

تعرب بعثة الأمم المتحدة للدعم في ليبيا عن إدانتها للاشتباكات المسلحة المستمرة في مدينة الزاوية والمناطق المحيطة بها، في ظل تقارير مقلقة عن سقوط ضحايا من المدنيين، بما في ذلك قتلى وجرحى من السكان الذين وجدوا أنفسهم عالقين في أتون الاقتتال. كما تؤكد البعثة أن استخدام الأسلحة الثقيلة وإطلاق النار العشوائي من أي نوع في الأحياء المكتظة بالسكان أمر غير مقبول، ويعرّض حياة المدنيين لخط�� جسيم.

وتدعو البعثة السلطات إلى حماية المدنيين والبنية التحتية المدنية، والوفاء بالتزاماتها بموجب القانون الدولي الإنساني وقانون حقوق الإنسان. كما تحث السلطات المختصة على فتح تحقيقات سريعة وذات مصداقية في التقارير المتعلقة بإلحاق الأذى بالمدنيين، وضمان المساءلة القانونية والأخلاقية الكاملة، بما يتماشى مع سيادة القانون.
وتحذر البعثة من أن الوضع في الزاوية ينذر بمخاطر زعزعة استقرار أوسع نطاقاً، إذ لا يقتصر استمرار القتال على تعريض الأرواح للخطر فحسب، بل يهدد أيضاً بإلحاق أضرار جسيمة بالبنية التحتية الاستراتيجية، مع ما يترتب على ذلك من عواقب إنسانية وا��تصادية خطيرة على ليبيا.

Humanitarians and the life-saving aid they distribute are not a target.

A UNHCR truck carrying emergency shelter kits was hit by a drone in North Darfur, Sudan. It was on its way to Tawila, where hundreds of thousands of people have fled for safety.

The driver survived. The supplies did not.

More than 1,300 families are now left without the shelter they urgently needed.

Attacks like this are unacceptable. They put lives at risk and deepen an already devastating crisis.

Civilians must be protected. Humanitarian workers must be protected.

On 26 April 1963, Libyan women gained the right to vote and to stand for election. I was honoured to mark this important anniversary together with SRSG H.E. @HannaTetteh and European ambassadors, hosting a rich discussion with women from institutions and civil society and male allies, within the framework of the EU programme “Support for the Democratic Transition” implemented by the Martti Ahtisaari Peace Foundation.

Women’s full and active inclusion across all sectors, including the political process and security, is essential to any country’s social and economic progress.

We echoed participants’ urgent call for the adoption of the long-pending law on violence against women, as well as a national action plan on Women, Peace and Security.
