It is truly shocking to discover that legislators perhaps should not have allowed activists who spend their time chanting slogans on sidewalks all day to write an enormously complex law that overhauls the state’s electric grid. Next up: NYC Local Law 97, which is structured on the assumption the state decarbonizes the grid at the levels of the CLCPA. The key mechanism where the grid-decarbonization assumption enters Local Law 97 is the electricity emissions coefficient used to calculate building emissions.
