Red counties defeat blue counties w blockades and cutting power. Green counties secede from their states to form new electoral dominate state (see also historic state of Nickajack at Civil War). Red states w only a few dominating blue counties kick out blue counties-leaving those blue counties as US territories but w out electoral power. Note: Congress does not have to confirm counties seceding or states kicking out counties-see also West Virginia and how it was created.

BUDGET DEADLOCK SOLUTION:
Dems want $1.5tr new stuff added to bill that passed the House
SEND NEW BILL TO THE HOUSE that approves their additions, but cuts $2tr from Dem programs and Dem districts
OR
Don't add anything. No new spending, and every day make the House pass a new bill with new cuts to Dem districts and programs.

If they want fiscal hostage game, fine, bring on fiscal executions until they agree to a clean CR
