In todays news, Wife of a Kirti Chakra Awardee was denied the Fastag exempted pass. She applied under Rule 11 criteria XXV(25) granting exemption to Chakra series awardees if they can provide valid documents.
Why was this exemption denied to the next of kin of a KC awardee?

Unfortunately, as we know a lot of these awardees are lost in the line of duty and it is rather rare for them to be able to avail such exemptions for themselves. So, rightfully they are transferred to the next of kin where appropriate.

All other exemptions are transferred to the next of kin of an awardee of the Chakra series; eg. Cash Awards given by respective state gov., Railway pass, Concession Certificate by Air India and so on.

Although this individual applied through appropriate channels and provided valid documents, she was denied and marked as not approaved without providing any valid reasoning for such denial.
