This afternoon, I officiated at the groundbreaking ceremony for Kidepo International Airport in Karenga District.
I reminded the wananchi that Karamoja has come a long way from the days of insecurity, cattle rustling and lawlessness. The restoration of peace has created the conditions for the Karamoja region to develop.

The airport will improve access to Kidepo Valley National Park, boost tourism, attract investors, create jobs for our young people and expand markets for local products. Already, more than 1,600 Ugandans are employed on the project.

I thank our partners from Sharjah in the United Arab Emirates for recognizing the immense opportunities that exist in Uganda and Africa.

This afternoon at State House Entebbe, I met H.E. Jan Sadek, the European Union Ambassador to Uganda, and his delegation as we reflected on 50 years of partnership between Uganda and the EU.

I welcomed this long-standing collaboration and emphasized the need for Europe and other partners to support Africa’s industrialization and value-addition agenda. Africa cannot continue exporting raw materials while importing finished products if we are to achieve prosperity for our people.

A richer and more prosperous Africa is good for business, investment, and trade for both our continents. I encouraged our European friends to work with us in unlocking Africa’s enormous economic potential through value addition, industrialization, and infrastructure development.

After a full day of engagements in Entebbe, I proceeded to Speke Resort Munyonyo with Natasha, where I hosted Their Excellencies and other distinguished guests at a State Dinner ahead of tomorrow’s swearing-in ceremony.

I welcomed them to Uganda, a country strategically located at the centre of the world and naturally positioned as a regional hub. From Munyonyo, our guests were able to experience the beauty of our country, our pleasant climate and the uniqueness of our geography.

I thank them for honouring our invitation and for the solidarity they continue to show Uganda.

I participated in the Inter-Ministerial Committee meeting for the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), where key stakeholders convened to provide policy guidance on the implementation of the program.

The discussions focused on strengthening institutional capacity for effective metropolitan coordination and management, while improving access to infrastructure and essential services across the Greater Kampala Metropolitan Area.

Key deliberations included enhancing coordination of utility relocation among MDAs, exploring standardized relocation costs, establishing framework contracts to streamline processes, and promoting transparency, accountability, and value for money throughout implementation.
I look forward to continued collaboration toward building a more efficient, sustainable, and well-coordinated urban future for Greater Kampala.

Today, I had the privilege of facilitating two sessions at the Kyankwanzi Leadership Institute, focusing on the Leadership Code Act and its implications for Human Resource Management within Local Government.

We also unpacked the Whistleblower Protection Law, highlighting the critical role Human Resource professionals play in strengthening its implementation and fostering accountability within institutions.

This morning, I held a productive engagement with the staff of the Kabale Regional Office, followed by a meeting with district and municipal officials, where we unpacked key provisions of the Leadership Code Act and reflected on its importance in strengthening accountability, integrity, and ethical leadership in public service.

I also reminded leaders and public officers of their mandatory legal obligation to declare their incomes, assets, and liabilities as required under the law. Compliance with the Leadership Code is not only a statutory requirement, but also a critical step in promoting transparency, building public trust, and safeguarding the values of good governance.
