Business World magazine has a sensational scoop based on the internal minutes of a Committee of Secretaries on Disinvestment showing how rules were changed for the controversial privatisation of IDBI Bank which was sold to Canada based Fairfax Financial Holdings at Rs 52,878 crore ($5.55 billion) at Rs 81 per share.
The internal minutes state that the initial sealed bids from Fairfax and another entity came well below the confidentially set minimum reserve price of Rs 94.42. The Fairfax bids came at Rs 75. So what do the babus do? They pull off something unprecedented but do it openly and transparently. They move to another valuation method and ask Fairfax and another bidder (strangely not named because it was later rejected by Home Ministry for security reasons!) to give new bids. This time Fairfax bids Rs 81 per share , still well below the original reserve price of Rs. 94.42. Then Fairfax says this is the final offer and it would withdraw if not accepted. The government accepts it and also gives some relief on disputed tax claims on IDBI Bank. Tax payer also makes a hefty contribution here!
The deal goes through at Rs 81 per share(the original reserve price was Rs 94.42) and the internal note strangely gives reasons why this sale was necessary for the government at this juncture- Fiscal stress on Centre due to high energy prices, lack of FDI inflows and the currency under strain because of the global energy crises!

As per Business World report the justification for change of rules and methodology for the sale of IDBI Bank came from the General Financial Rules for sale of government physical assets but not shares. Then it cites the Railway Stores Code on auctioning scrap:

"Bids lower than the reserve prices may, however, be accepted by the Depot Officer where found expedient provided the Depot Officer doing so records his reasons in writing."
In my 40 years of journalism I have not come across such justification for privatisation.

The judicial custody of #AshutoshRanka and #SauravDas must be urgently reviewed and they must be released immediately.

Hoisting the National Flag, even in a prohibited area, should not warrant such prolonged detention. The judiciary and the executive must rise to the occasion to ensure that the youth of this country do not lose faith in the rule of law and constitutional rights.

ମୁଖ୍ୟମନ୍ତ୍ରୀ ଭାବେ ମୋ କାର୍ଯ୍ୟକାଳ ସମୟରେ ଆମେ ଆମ ରାଜ୍ୟର ଭୌଗୋଳିକ ଅଖଣ୍ଡତା ରକ୍ଷା କରିବା ପାଇଁ ଲଢ଼େଇ କରୁଥିଲୁ। ବିଜେପି ନେତାମାନେ ଅତୀତରେ ବାରମ୍ବାର କହିଛନ୍ତି ଯେ କୋଟିଆ ଓଡ଼ିଶାର ଅଂଶ ଏବଂ ସେମାନେ “ଆନ୍ଧ୍ର ଫେରିଯାଅ” ବୋଲି ସ୍ଲୋଗାନ ମଧ୍ୟ ଦେଇଥିଲେ।

୨୦୨୪ ନିର୍ବାଚନ ପୂର୍ବରୁ ବିଜେପି ନିଜ ନିର୍ବାଚନୀ ଇସ୍ତାହାରରେ ପ୍ରତିଶ୍ରୁତି ଦେଇଥିଲା; ଯେ ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାର କୋଟିଆ ସମସ୍ୟାର ସ୍ଥାୟୀ ସମାଧାନ କରିବ, ଓଡ଼ିଶାର ଭୌଗୋଳିକ ଅଖଣ୍ଡତାକୁ ସୁରକ୍ଷିତ ରଖିବ ଏବଂ ଓଡ଼ିଆ ସ୍ୱାଭିମାନର ପୁନଃପ୍ରତିଷ୍ଠା କରିବ। ଏହି ପ୍ରତିଶ୍ରୁତିଗୁଡ଼ିକର କ’ଣ ହେଲା?

ଏହି ଘଟଣାକୁ ଆହୁରି ଚିନ୍ତାଜନକ କରୁଥିବା ବିଷୟ ହେଉଛି, ଆନ୍ଧ୍ରପ୍ରଦେଶରେ ଶାସନ କରୁଥିବା ତେଲୁଗୁ ଦେଶମ୍ ପାର୍ଟି (ଟିଡିପି), କେନ୍ଦ୍ରରେ ବିଜେପି ନେତୃତ୍ୱାଧୀନ ଏନ୍‌ଡିଏ ସରକାରର ସଂଖ୍ୟାଗରିଷ୍ଠତା ବଜାୟ ରଖିବା ପାଇଁ ଏକ ପ୍ରମୁଖ ସହଯୋଗୀ ଦଳ। ରାଜନୈତିକ ନିର୍ଭରଶୀଳତା କ’ଣ ଓଡ଼ିଶା ବିଜେପି ସରକାରଙ୍କ ନୀରବତା ଏବଂ ଓଡ଼ିଶାର ସ୍ୱାର୍ଥ ଓ ଭୌଗୋଳିକ ଅଖଣ୍ଡତା ସହ ସାଲିସ କରିବାର ମନୋଭାବ ପଛର କାରଣ?

ଓଡ଼ିଶାର ଲୋକମାନେ ଏହି ପ୍ରତିଶ୍ରୁତିଗୁଡ଼ିକ ସମ୍ପର୍କରେ ସ୍ପଷ୍ଟ ଉତ୍ତର ଏବଂ ଉତ୍ତରଦାୟିତ୍ୱ ଆଶା କରୁଛନ୍ତି। ଓଡ଼ିଶାର ଭୌଗୋଳିକ ଅଖଣ୍ଡତା ଏବଂ ସାମ୍ବିଧାନିକ ଅଧିକାରର ସୁରକ୍ଷା ପାଇଁ ଡବଲ୍ ଇଞ୍ଜିନ୍ ସରକାର ଦୃଢ଼ ଭାବରେ ଠିଆ ହେବେ ନା ଆଉଥରେ କେନ୍ଦ୍ରର ଚାପ ଆଗରେ ମୁଣ୍ଡ ନୁଆଁଇବେ?

“ଆନ୍ଧ୍ର ଫେରିଯାଅ” ସ୍ଲୋଗାନ କ’ଣ କେବଳ ଭୋଟ୍ ହାତେଇବା ପାଇଁ ଏକ ନିର୍ବାଚନୀ ପ୍ରହସନ ଥିଲା? ଓଡ଼ିଶାବାସୀଙ୍କୁ ଦିଆଯାଇଥିବା ଅନ୍ୟ ପ୍ରତିଶ୍ରୁତିଗୁଡ଼ିକ ଭଳି ଏହା ମଧ୍ୟ କ’ଣ ଏକ ଅପୂରଣୀୟ ପ୍ରତିଶ୍ରୁତି ହୋଇ ରହିଯିବ?

ରାଜ୍ୟ ସରକାର ଦୃଢ଼ ପଦକ୍ଷେପ ନେବା ସହ ଓଡ଼ିଶାର ଭୌଗୋଳିକ ଅଖଣ୍ଡତାର ସୁରକ୍ଷା ଏବଂ କୋଟିଆ ଉପରେ ଏହାର ସାର୍ବଭୌମତ୍ୱ ବଜାୟ ରଖିବା ପାଇଁ ସମସ୍ତ ଆବଶ୍ୟକୀୟ ପଦକ୍ଷେପ ଗ୍ରହଣ କରିବା ଉଚିତ।

Global Investors Summit का ढिंढोरा पीटा गया: 1,779 MoU, ₹3.56 लाख करोड़। रोडशो पर जनता के लगभग ₹100 करोड़ ख़र्च हुए | फिर सरकार ने ₹1 लाख करोड़ को "ज़मीन पर उतरा निवेश" बताया।

Newslaundry ने जाँचा कि यह निवेश किसका है:

* आटा चक्कियाँ, खाद-बीज की दुकानें और छोटे क्लीनिक "निवेशक" गिन लिए गए। कुछ को पता तक नहीं था।
* ₹35,279 करोड़ - यानी 35% - सरकारी बिजली कंपनियों के हैं।
* CSR और दान से चलने वाले एक स्कूल को ₹24.49 करोड़ का "निवेशक" बताया गया।
* ₹1,200 करोड़ के "निवेशक" की कमाई चार साल से शून्य है, और रिकॉर्ड में उसका एक भी कर्मचारी नहीं।
* दुबई-लंदन के रोडशो से ₹27,975 करोड़ का दावा हुआ, पर "ज़मीन पर उतरे" निवेशकों की सूची में इन दोनों शहरों की एक भी कंपनी नहीं।

और समिट से सिर्फ़ सात दिन पहले, 1 दिसंबर 2023 को, "निवेश" की परिभाषा ही ढीली कर दी गई। इसे कहते हैं: पहले नियम बदलो, फिर आँकड़े बताओ।

मुख्यमंत्री 3,300 "निवेशकों" की पूरी सूची सार्वजनिक करें।

निवेश कागज़ पर। रोज़गार नारों में। और उत्तराखंड के युवाओं के हिस्से - पेपर लीक।
